Official Plan and Comprehensive Zoning By-law Review

The Town of Latchford is beginning an important process to update its Official Plan and develop a new Comprehensive Zoning By-law. Together, these documents will guide how our community grows, develops and changes in the years ahead.

Latchford’s current Official Plan dates back to 1981. Since that time, provincial planning requirements, community needs, infrastructure priorities and opportunities for economic development have changed significantly. Updating these documents will help ensure that Latchford has modern policies that support responsible growth, attract investment and protect the character of our community.

An Official Plan is a long-term policy document that establishes a municipality’s vision for future growth and development. It guides decisions about:

  • Where new homes, businesses and industries may be located

  • Economic development and employment opportunities

  • Roads, water, wastewater and other municipal infrastructure

  • Parks, waterfront areas and community facilities

  • Environmental protection and natural hazards

  • Housing needs and residential growth

  • The protection and use of natural resources

  • Future development on both public and private land

The Official Plan does not approve individual development projects. Instead, it provides the overall policy framework that Council, municipal staff, developers and property owners must consider when making land-use planning decisions.

The Comprehensive Zoning By-law puts the policies of the Official Plan into effect. It divides land into different zones and establishes detailed requirements for how properties may be used and developed.

A Zoning By-law may regulate:

  • Permitted uses, such as residential, commercial or industrial uses

  • Building locations, heights and setbacks

  • Lot sizes and frontage

  • Parking requirements

  • Accessory buildings and structures

  • Home-based businesses

  • Development near environmentally sensitive areas

  • Other standards related to the use of land and buildings

The Official Plan sets out the community’s broader vision, while the Zoning By-law provides the specific rules needed to implement that vision.

Ontario municipalities are required to make land-use planning decisions in accordance with the Planning Act and applicable provincial planning policies.

An outdated Official Plan can make it more difficult for a municipality to respond to new development proposals, plan for infrastructure, pursue certain funding opportunities and clearly communicate where and how growth should occur.

Updating Latchford’s planning documents will help the Town:

  • Create clear and consistent development policies

  • Support new housing and business opportunities

  • Strengthen Latchford’s ability to attract responsible investment

  • Plan for municipal services and infrastructure

  • Protect important natural and community features

  • Reduce uncertainty for residents, businesses and developers

  • Prepare for Latchford’s long-term economic growth

  • Ensure local planning decisions meet current provincial requirements

A modern planning framework will not guarantee development, but it will give the Town stronger tools to welcome and guide appropriate opportunities when they arise.

Land-use planning and economic development are closely connected. Businesses and developers need clear information about where different uses are permitted, what services are available and what requirements must be met before investing in a community.

An updated Official Plan and Zoning By-law can help identify suitable areas for commercial, industrial, residential and tourism-related development. They can also help the Town plan infrastructure, make better use of municipally owned land and support applications for programs and funding that contribute to community growth.

The goal is to create a practical and responsible framework that supports investment while respecting Latchford’s small-town character, natural environment and existing neighbourhoods.

Community input is an essential part of this process. Residents, property owners, business owners and community organizations will have opportunities to share their ideas, identify concerns and help shape Latchford’s future.

Public participation may include:

  • Public meetings

  • Open houses

  • Community surveys

  • Online information and updates

  • Opportunities to review and comment on draft documents

  • Written submissions to the Town

Notices about upcoming engagement opportunities will be posted on the Town’s website and official social media pages.

Will the new documents change the zoning of my property?

Not necessarily. Existing land uses and zoning will be reviewed as part of the project. Any proposed changes will be presented through the public review process before the new Official Plan or Zoning By-law is adopted.

Will residents have an opportunity to comment?

Yes. Public consultation is a required and important part of the process. Residents will have opportunities to review information, attend meetings and provide comments before final decisions are made.

Does the Official Plan approve new development?

No. The Official Plan provides policies to guide development. Individual development proposals may still require separate applications, studies, public consultation and municipal approval.

Why is economic development part of land-use planning?

Businesses, housing and community services all require suitable land, appropriate zoning and supporting infrastructure. Clear and current planning policies make it easier for the Town to evaluate opportunities and communicate its expectations to potential investors.
