Budget and Financial Reports

Municipal Budget

Every year, the Town of Latchford prepares and adopts a municipal budget to ensure the community has the resources needed to provide essential services, maintain infrastructure, and plan for future needs.

Under the Municipal Act, 2001, municipalities in Ontario are legally required to adopt a balanced budget each year. Section 290 of the Act states that a municipality shall prepare and adopt estimates for all sums required during the year, including revenues and expenditures. This process helps ensure municipalities remain financially responsible and transparent while delivering services residents rely on.

The annual budget acts as a roadmap for the Town's priorities and investments. It outlines how municipal revenues will be used to support day-to-day operations, long-term planning, and capital projects that benefit the community.

Where Municipal Revenue Comes From

The Town's annual budget is funded through a variety of revenue sources, including:

  • Property taxes
  • Water and wastewater user fees
  • Provincial and Federal grants
  • User fees and service charges
  • Reserve funds
  • Interest and investment income
  • Other municipal revenues

Property taxes are one piece of the overall funding picture and do not fund every municipal expense.

What Your Tax Dollars Support

Municipal tax dollars help fund services and programs that residents rely on every day, including:

  • Roads and winter maintenance
  • Water and wastewater services
  • Fire protection and emergency management
  • Parks, recreation facilities, and public spaces
  • Waste collection and landfill operations
  • Municipal administration and governance
  • Community and economic development initiatives
  • Capital infrastructure improvements

Capital vs. Operating Budget

The Town's budget is generally divided into two parts:

Operating Budget
The operating budget covers the day-to-day costs of running municipal services such as wages, utilities, fuel, supplies, insurance, and contracted services.

Capital Budget
The capital budget focuses on long-term investments and projects such as road rehabilitation, equipment replacement, water infrastructure improvements, facilities, and major asset upgrades.

How the Budget Is Developed

The Town's budget process typically includes:

  1. Staff preparation of departmental budget requests
  2. Review of anticipated revenues and expenses
  3. Consideration of capital priorities and asset management needs
  4. Budget review meetings with Council
  5. Public communication and opportunities for residents to stay informed
  6. Final adoption by Council

Why Budgets Change From Year to Year

Budget amounts can increase or decrease annually due to factors such as:

  • Inflation and rising operating costs
  • Fuel and hydro price changes
  • Insurance and contractual increases
  • Changes in assessment growth
  • Grant funding availability
  • Infrastructure needs and asset replacement planning
  • Legislative or regulatory requirements

Planning for the Future

The Town of Latchford is committed to responsible financial management and long-term sustainability. Budget decisions consider not only today's needs but also future infrastructure requirements, asset management priorities, and maintaining quality municipal services for residents.

The annual budget reflects Council's priorities while balancing fiscal responsibility and community needs.
